Decree
of the President of the Republic of Uzbekistan
On measures to enhance participation of the Republic of Uzbekistan in revival of the great silk road and development of international tourism in the Republic of Uzbekistan
In order of the revival of the Great Silk Road, which is the most important international tourist route, the wide attraction of foreign tourists and the creation of a modern tourism industry in the country, it is decided:
1. To organize special open economic zones for international tourism in such cities of the Great Silk Road as Samarkand, Bukhara, Khiva and Tashkent.
2. To introduce at the airports and railway stations of the above cities a simplified procedure of customs clearance for foreign tourists in compliance with international standards, and special customs zones for transit tourists.
5. To establish by the Ministry of Foreign Affairs and Ministry of Internal Affairs, within two months, a single visa for foreign tourists, which is valid throughout the territory of Uzbekistan, except for facilities defined by the legislation of the Republic of Uzbekistan.
6. To recommend the commercial banks to provide entrepreneurs with loans for construction of private hotels and hotel infrastructure with a maturity not less than five years.
7. To establish by the National Company Uzbektourism together with the National Bank for Foreign Economic Activity an investment bank — Uzsayohatinvestbank, and ensure a control over strict targeted use of accumulated funds.
The Central Bank and Ministry of Finance of the Republic of Uzbekistan within 15 days shall provide proposals about the sources of formation of the charter capital and the measures for the support of Uzsayohatinvestbank.
8. To establish the Interdepartmental Council on Tourism under the Cabinet of Ministers and define following as its main objectives:
deepening of economic reforms in the sphere of tourism;
coordination of formation of a network of small and medium-sized hotels, motels and campsites at the level of world standards;
promotion of modern entertainment industry, cultural and fitness centers;
organization of wide promotion and preservation of unique tourist potential and historical and cultural heritage;
conduct of coordinated scientific, technical and investment policy in the tourism system;
9. The National Company Uzbektourism, the Ministry of Cultural Affairs, the Academy of Sciences, the Republican Society for Preservation of monuments together with the authorized organizations, within two-months, shall develop and submit to consideration of the Interdepartmental Council a draft of the National Program Meros on restoration, improvement and use of architectural, archaeological, historical and cultural monuments located in the ancient cities of the Great Silk Road.
10. To assign a personal responsibility for the timely resolution of all issues related to the development of international tourism to the heads of companies Uzbektourism, Uzbekistan Havo Yoʼllari, Uzbekiston Temir Yoʼllari, the Ministry of Internal Affairs and the Ministry of Foreign Affairs, border and customs services.
11. The Ministry of Justice shall develop and submit proposals for amending and supplementing the legislation resulting from this Decree.
12. The Cabinet of Ministers, within two weeks, shall take appropriate decisions on the implementation of this Decree.
